Tech stack & purpose

The `network` package is a low-level networking interface for Haskell that provides socket functionality. It is built in Haskell and uses the Haskell build tools `cabal` and `stack`, along with autoconf for configuration. The project is maintained by the Haskell community and supports the three most recent major versions of GHC, with specific build considerations for Windows systems using MSYS.
