Tech stack & purpose

The packaging project provides core utilities for Python package management and interoperability, implementing specifications such as PEP 440 and PEP 425. It includes utilities for version handling, specifiers, markers, requirements, tags, metadata, lockfiles, and related functionality. The library is written in Python and can be installed via pip, using calendar-based versioning.
