Tech stack & purpose

start-app is a deprecated Elm library that has been superseded by functionality in the elm-lang/html package as of Elm 0.17. The library was used in the context of The Elm Architecture, which is Elm's approach to structuring applications. Its functionality is now available in the Html.App module of the elm-lang/html package.
