Tech stack & purpose

The relaxed-simd repository is a proposal to relax the strict determinism requirements of SIMD operations in WebAssembly. The project is part of the WebAssembly specification effort and includes specification documents built with Sphinx and Bikeshed, as well as a reference interpreter written in OCaml that can decode, parse, validate, execute, and convert WebAssembly modules in binary or text format.
